EPR – Extended Producer Responsibility Scheme

The aim of the EPR (Extended Producer Responsibility) scheme is to ensure that producers and distributors of various products assume responsibility throughout the entire life cycle of the products they place on the market. This includes bearing the costs associated with waste management after the product reaches its end-of-life. The EPR system encourages recycling, thereby reducing the volume of waste generated and supporting the development of a truly sustainable circular economy.
 
Under the EPR scheme, producers are subject to registration, reporting, and payment obligations in respect of the following product categories:

 ➤ Packaging (excluding certain single-use plastic packaging, e.g., cardboard boxes, corrugated board, pallets, plastic film, plastic bags, 
                         composite packaging, glass bottles),
 
Certain single-use plastic products,
 
Electrical and electronic equipment (e.g., small appliances, large
      appliances, household appliances, computers),
 
Batteries and accumulators,
  Vehicles,
 
Tyres,
 
Office paper,
 
Advertising materials on paper,
 
Cooking oils and fats,
 
Textile products,
 
Wooden furniture.

 
The obligation to pay the extended producer responsibility fee arises at the moment the circular product is placed on the market by the producer for the first time.

For the purposes of extended producer responsibility fee payment, the placing on the market of a circular product shall mean the transfer of ownership of the product in any of the following forms:

     the first transfer of ownership of a circular product within the domestic market, whether free of charge or for
consideration; or

     the transfer of ownership of the product from abroad to the domestic market, to households or other end-users, through
electronic commerce services; or

      the use of the product by the producer for its own purposes; or

      the release of the product from a tax warehouse as defined under the Act on Value Added Tax, or from a product fee
warehouse as defined under the Act on Environmental Product Charges, to the domestic market.
